Instructions:

Heat clear soup in a wide frying pan (or saucepan). Simmer peppers and onion in it until soft on low heat. Add garlic and milk, season with pepper.

Puree.

Bring to a boil again or simmer down further as desired.

Before serving, season with a little salt and freshly ground pepper.
