Boil white wine with granulated sugar and lemon zest. Dissolve gelatin and stir into wine mixture with lemon juice. Pour through a sieve and season with orange liqueur. Chill the jelly until it is cool but not solid. Wash strawberries and cut in half. Place cut sides down in shallow glass dishes. Spread the jelly evenly over the strawberries. Chill for a few hours. Serve garnished with whipped cream.
