Wash and dry the beef. Cut meat into strips. Mix 3 tablespoons soy sauce, 3 tablespoons rice wine and 1 teaspoon cornstarch. Peel garlic cloves, add one clove chopped. Marinate beef in it for about 1 hour. Peel and quarter the vegetable onion and cut into slices. Wash, peel and cut carrots into sticks. Drain the meat. Heat 2 tablespoons oil, fry meat in it in portions for about 2 minutes. Take out. Fry vegetables in remaining hot oil for about 3 minutes. Add the second clove of garlic, chopped. Mix hoisin sauce, beef stock, remaining soy sauce, starch and rice wine, pour to vegetables. Bring to a boil. Add fried beef and heat briefly. Season to taste.
